Those riders are going way too fast for the conditions. There is a time and a place for lane splitting, and these are the guidelines from the CA CHP. I do not mind when riders are splitting during crawling/stop and go traffic. The 10mph differential is plenty to keep them moving and not be in any real danger.

A motorcycle safety campaign from the New York City Department of Transportation tells riders to “stay in middle of travel lane,” which would’ve ended poorly in this situation.
