The problem of mass incarceration started with Nixon and his “build 1 million prisons” statement. This, along with the Southern Strategy and the codifying of POC=crime after the Civil Rights Act of 1964, led to the millions of BIPOC being incarcerated and the creation of the school to prison pipeline.
