By default The Sims 3 can't use 12 GB of RAM, since it's a 32 bit application. It's stuck with ~2 GB. There are applications that you can use to correct this. It does sound like you're running into this issue.

It may be somethign do to with your system or something else you're running. I'm running an Ivy Bridge i5 + 7970 GHz Ed. and have zero hangs/freezes and frame rate is always fast enough to not look jerky (>50 at least, below that it starts to look jerky to me)
