While not a concrete definition, an RTS usually incorporates resource gathering, base building, and control of multiple units. I'm not well-versed in MOBA games, but don't they generally give you a predetermined base and let you only control a single unit or character, along with minimizing the resource gathering

Yeah, a lot of the parts that are lacking are "classic Bethsoft" issues, like how it's nearly a tradition to have their games (at least TES games) buggy at release. I don't know if it's that they feel so bound to release dates that they release before it's ready and at this point, they know they can get away with it
