Marvel have traditionally been very controlling in order to get directors to follow their “house style”. (Hence conflicts with Edgar Wright over Ant-Man, for example.) Unless it was an established director who was already fairly close to that style anyway, I can’t see them going with that.

If the main character isn’t the captain, and the focus of the story isn’t the command crew, then they could probably get away with a non-human captain. It’d be interesting to see, but I don’t know if they’d go for it.
I read that more as that eh never had any noble intentions to begin with - the pursuit of “justice” was just a handy vehicle for self-aggrandizement.

Yeah, I nearly mentioned that. I think it did actually have the public revelation that he was the Arrow too. (Also Leonard Snart is mayor, which is awesome.)
They may not have cared about that, or about Barry’s previous time travel stuff, but I imagine something on the Flashpoint-level of timeline disruption would have got their attention.
It could be argued that timefuckery on Flash is only possible because the Legends crew blew up the Oculus and took out the Time Masters. And given that the team decided to take on the role of protecting the timestream themselves, I’d hope they wind up heavily involved in the Flashpoint-style fun.

Nah, Rowling is a vocal supporter of the welfare state as she says it kept her alive when she was just an unemployed single mother with a story about wizard school stuck in her head. I liked it - I was hugely annoyed that they killed off a good character from the first film just in order to show how badass the bad guy is, but I did like Moriarty (he reminded me a lot of the various incarnations of Moriarty in the Rathbone films, especially George Zucco).
