You have to do it's related quest that you downloaded to obtain the mats. You have to fight 3 monsters in a row, and then get the triforce pieces from carving them. That will let you forge the armor.

You'll need to go to the high-rank quest board in the gathering hall and do the seven-star "Three Virtues" Event Quest for the materials to craft the equipment.
