The obvious question is whether any caps applied to withdrawal amounts, or whether someone could have withdrawn enough — assuming sufficient cash supply within the physical ATM — to make it worth their while to abandon their belongings and fly to a non-extraditing country?

The whole concept of a “Ghost Kitchen” is such a scam from the get go.
