I agree...But when you are talking ICBM intercept, the horizon really isn’t the issue. We only intercept during terminal phase (better idea of trajectory and fixed speed predictability[no longer in boost phase]) or while the ICBM is exo atmospheric.

Issue with lasers: You need one that is powerful enough to destroy the target quickly and it is very difficult to keep the laser focused on a very small spot for very long.
