this is probably in the North East. States like Mass require your bumper and headlights to NOT be over a certain height from the road. So guys put stock tires/wheels on the vehicle to pass inspection.

Nope! IMHO, it is safer than a static line out of an airplane. Less of a fear of one of your chutes opening in the aircraft and pulling you out and the problem of being a towed jumper is far less severe.
