I don’t know shelters mean well but sometimes those rules are ridiculous. It’s whatever is best for the dog. Being with friends she knows and the dog knows is better than a return to the shelter.
When I moved to Germany my dachshund stayed in Georgia with my mom. He had epilepsy and we’d been advised against flying him. Throwing in the UK’s 6 month quarantine, I can see how this may have been the best option.

Yep. Knew a lady who moved from Nevada to Oklahoma with her dog. His stress level due to the move got so bad that she almost lost him. I’m super wary about ever moving my cat. He’s not super great with change and usually acclimates well, but it lives in the back of my mind that he could not take it well.

There are literally dozens of reasons why it may not be the best choice to bring a dog to another country. Maybe it’s an illness that keeps it from being able to be brought into the country. Maybe the dog needs special attention in terms of food, exercise, etc that she’s just not going to be able to stably provide now…
As bonded as me and my dog are, there are a couple of friends she would gladly live with. They offer cats and squirrels to chase, luxurious backyards, big picture windows to look out of....I’m sure it was the best decision for the pooch and something she considered thoroughly.
