You are correct, blocking all 3 lanes at 30kmh is not shutting down the highway, my apologies.

I am not saying none of them did anything wrong, but the news reports said the cops shut the highway down to one lane and picked out the cars from the traffic jam. They also had not seen any of the behaviour that was reported, they were just going off reports from motorists. That said, none of these tickets will stick.
