I think Hargreeves is still intended to not be from Earth. That “a long time ago” flashback definitely didn’t start in a time and place recognizable in our own history, and their world doesn’t seem to be as wildly divergent from reality as the comic world is.

And the effect of the end of that episode hurt so much more.

I don’t think it’s one-mini-one-season. Season 1 takes at least as much from Dallas as it does from Apocalypse Suite. A second season seems like it’ll probably have to strike out in its own direction.
