Overall, rape rates in New York (and crime rates in general) are on a downward trend since the early 90s. If the rate of reporting is getting higher, I find it hard to reconcile it with the fact that there are also fewer rapes being recorded in the crime statistics.

“Terrorism” is very poorly defined. In the US Code, it refers to violent acts, not threats to commit violent acts. The Feds can’t do anything unless he makes good on his threats.
