Wat exactly is a predatory towing company? If you own private property, you can decide who can or can not park there. Then you enter a contract with a local towing company and call them when someone is on your private property and have them remove the vehicle, but in this case,  a scooter or ten.

They aren't stealing them, they are removing them from private property, just like a car would be removed if it is illegally parked.

They have tracking devices in them, so be careful, and done take them to your house.

These scooters are being thrown on the ground on private property and then being abandoned, so someone takes them to the storage yard until the owner gets them and pays the fees
