I don't think this opening improved things. The scene made more sense later in the movie. And I agree with other commentors that the source material is pretty simple; the filmmakers deliberately made it more complicated than it needed to be.

The theory is that once the government owned all the land, they would mine the coal for themselves. But that's impossible, the unquenchable mine fire notwithstanding. The ground is remarkably unstable and the fumes rising to the surface are toxic.
