I think you summed it up best, that they are establishing a new universe of characters, freed from the restraints of the comics and previous movies. Which is a pretty smart move.

This is an interesting year for Marvel movies. Usually they have one "serious" and one "fun" movie, like Winter Soldier and GOTG in one summer, or Age of Ultron and Ant Man, and so on. This year looks to have three "fun" movies, with GOTG2, Spider-Man, and Thor 3.
