lol rarely? try never.... NJ has had this law for few years now and the left lane hogging has not gotten better and i have yet to see a trooper pull anyone over for it... the troopers do what everyone else does.... tailgate the offenders aggressively until they look up from their phone and move over.

more importantly... if you cant swim DO NOT go near the effing water, especially the ocean which will kill you even if you can swim well if it wants.

i live at the shore... but i fail to see a part of the country where there are not public/ private pools, lakes or anything where learning how to swim wouldnt be possible...
