Try an LTE device. 5gb doesn't last long. It's equivalent of 13minutes/day of NetFlix usage.

Only been to a DMV three times in my life, only had one 'bad' experience, and that was just having to wait for an appointment, and being told that I didn't have the proper documents, but that was my fault. People there aren't nice, or outgoing, but never had a miserable, or really bad experience.
