This is how I feel about Mario games actually. In that if you slapped a different character into Mario Galaxy, those mechanics are so sound and entertaining the game would be absolutely solid regardless of the setting or characters involved.

That's a design choice. It has nothing to do with testing. QA may have very well pointed out how flawed it was but it is a design call at the end of day and QA doesn't have the clout to override design like that. Calling it a QA miss is misleading and innaccurate.
