I suppose it also depends what difficulty you played on as well. There are quite a few more objectives on the higher difficulty settings, which don't really add a sandbox element to the game, but do extrapolate on what the game offers.

Don't think it is a coincidence. Took me an entire day to download empire last weekend. This weekend, I downloaded Spore, FarCry 2, and Fallout 3 in around 3 hours. Pretty awesome if you ask me. Average speed was 1.5 - 2 MB.
