That, to me, makes them not the same thing. Especially with regards to the side impact tests. “Similar” does not mean “same”. Also, Snell SA ratings are for automotive motorsports, M ratings are for motorcycles. The primary difference being that SA requires them to be fire-resistant, where M does not.
