Having an active account with any of the major carriers requires proof of ID and proof of a valid billing address dude. It always has.

Pay phones aren’t anonymous in the same way burner phones are. I can’t destroy a payphone. Cameras record people going into and out of phone booths, sometimes just in their field of view. A payphone is not anonymous in the same way a burner phone is.

And phone purchases have traditionally been regulated by proof of residence. Landlines require it, and cellphones should as well. They are not a new invention. They are phones, and thus do not have a different set of rights attached to them than landlines, which have never been able to be purchased entirely…
