So in an arrid wasteland so dry the locals actually farm moisture, the Empire gives generic Stormtroopers a backpack full of (presumably) water, a shoulder pauldron of no apparent function (but lets say Dewbacks find the color calming), and, if we're being generous, perhaps a better filter in their helmets.
