I get the idea that the West is sort of taunting Putin into making a real effort and commitment there because they know he can’t afford it. He doesn’t have the logistical support, the manpower, the depth in his hardware quiver, or the cash (or anyone who will loan him the cash, for that matter).

Russia can’t afford to go to real war in Syria. I don’t mean in a moral sense, they just don’t have the cash or enough reliable material or manpower. Even if they did have a few coins to spare, I don’t think the people back home will have the stomach for the campaign or the backlash at home.
