Refusing to take care of it is pretty much the *only* scenario I can see where it sort of makes sense to cut a child’s hair shorter, and I would hope it was done either by a hairdresser or someone who knows how to cut hair reasonably well—versus in a garage and just haphazardly chopping it off.

I do know more than one family who cut a kid’s hair short because they refused to take care of it (read: kid wouldn’t wash their nasty hair). All kids involved were under 10.
