They were added in iOS8 last year.

I believe it does affect apps that use notification center widgets, but I could be wrong. I have a delivery tracking number app/widget that doesn’t work (and complains) if I turn off background refresh for it. So I have literally every app’s background refresh turned off except for it.

I started looking into YouTube Gaming today and really... I get the same feeling I got when G+ showed up. Google wants it to kill Twitch, but it’s just... well, it’s TOO GOOGLE to succeed. I really hate how YouTube Gaming and YouTube proper seem to be awkwardly sewn together.
