You're the closest to nailing it, but the word that precedes (I think that's the word you were going for?) "actual" would be the word "the". Actual, or actually, is not an emphasis word. Not in the slightest. Fuck, however, could be when used in certain context.

Sorry, "How the actual fuck" is a dumb phrase and it makes my brain hurt. However if someone can legitimately explain the meaning behind it I will accept it. Until then, these questions will be asked every time I see this.
