As a tire supplier I can say Costco is marginal at their job, not as bad as Pep Boys, or Monro, but not great. Most independents would do the same things for you. 

It's techs not buildings that are responsible for repair quality, and costs, I'd love for more people to understand that.

The part about not receiving training is incorrect. Most aftermarket manufacturers provide vehicle/platform training. Most manufacturers even have programs for some training. The ASE still certainly provides training.
