Generally trailer weight doesn't matter (as long as you adhere to the GCVW of the RV) when it comes to legally towing with an RV and a standard license. Where you can easily run into trouble though is in the overall combined length of the rig. Some states limit you to as little as 50' combined, which isn't much room

Entirely depends on the state. In many states, that rig would actually be illegal, even with a CDL (it's combined length is too long) - unless you got special overlength load permits. That said, in most states, that would qualify as an RV (has a toilet, bed and way of heating food), and only has to meet the RV laws

Between the headers and the backside of the radiator, not the best placement. Much better would be to get a wide yet thin snorkel and pull air from in front of the radiator... but if you intended to put the hood back on, you'd have to be pretty sneaky with fitment to make it work.

Diesels in most U-Haul vehicles would get better fuel mileage, have more power, and be more reliable... however they cost more upfront, and require more maintenance - which is why U-Haul switched to gas motors. Typically planes will ascend much quicker, and will actually have their peak altitude be not far after takeoff.
