That’s just a cookie cutter line in all NHTSA information request letters. The letter from NHTSA to Tesla had the exact same line about the $21k penalty per day. It’s to prevent people from purposefully delaying a response, but the NHTSA is reasonable about it if you make an actual effort to respond.
