I've just tried looking at this from a little less of a western viewpoint. Let's bear in mind that China is (or at least has been) a highly collectivist country compared to most other countries that we'll be living in.

Terrorism is primarily about fear, and the threat to life that produces it, not the weapons used to cause it. This "prank" will have caused panic and could quite easily have stopped someone's heart.

No. People live in fear of being bombed and shot, and throwing firecrackers into a public place is highly exploitative of that.
