That looks to have some kind of rollover protection, and three point belts. So I would say it appears to be a good deal safer, yes.
Even better, get a small fire safe and put such documents there. 1) it might protect them in case of fire, 2) you will always know where they are because you’re not going to misplace a safe and 3) it will be an obvious place for anyone else to look for important documents.

They will 1) be able to own a car, just won’t be able to park it right where they live, and 2) if they don’t want to own a car will have access to one through a car sharing service. So they can still drive anywhere they want to, just as George Washington intended.
