Plenty of states already do emissions testing, doesn’t seem like a stretch to me to ratchet those limits down until no ICE car can pass.

Yes a driver’s license is obviously required to get the DOT certification. I was expressing disappointment that there isn’t any additional training or instruction required before legally setting forth in a giant truck.
