This article mentions no less than twice that people will be financially “impacted” by resuming student loan payments. Well duh? I’m “financially impacted” by buying a stick of gum. I’m not looking forward to resuming payments either but of course doing so will be a financial impact. What else could it be?

One of the first things I do on any car I buy is to disable the horn, just in case I hit it accidentally... can’t imagine having an actual train horn on a car.

Well, there hasn’t been a “good” looking car made since the 50s, so no surprise here.
Until every car is self driving (i.e., decades away, at best), self driving won’t solve this problem. You’d have to force everyone to replace their car and eliminate all human drivers for self driving to completely solve the drunk driving problem.
