Ted Kord isn't dead in the comics anymore. I think a lot of DC's reticence to use him in the show comes from their plans to do a Booster Gold/Blue Beetle buddy movie, which Greg Berlanti is supposed to direct.

I don't know about an inherent power but I'd love it all he manages to cobble together now is a belt that has the shrinking powers (like in the comics) and a regular costume/super-suit/outfit instead of the whole Iron Man-looking metal armor.
