I think it's because in a non-stale Peep (the word fresh doesn't seem appropriate), the gritty sugar and the soft marshmallow tastes texturally weird to me. When it's stale, the marshmallow has more bite to it, and I think it's a more pleasant eating experience. It's sort of like a Charleston Chew, which I also like.
