Believe it or not, that isn't a skirt. All of these 98s had round front arches and low square rear arches stamped in the skin. All of the 88s had round arches front and rear.

Side mirrors and windshield pillars don't match very well.

If it's a late 90's 88, it looks like the light is reflecting off the thin horizonal chrome strip on the rocker panel trim.

Good eye! I still think it's a late 90's Olds 88, having owned both a 1990 Ciera and a white 1999 Olds 88. I think the blackout windshield posts and the generally sweeping arc of the windshield and front door windows favor the 88.
