There is absolutely nothing wrong, illegal, or immoral about charging the labor time set by the manufacturer and it taking far less time to actually do the job. Most shops I’ve ever dealt with have a minimum labor charge, and typically it’s an hour. Doesn’t matter if it takes five minutes or 55, and they always round up.
