The bank, or the dealership, keep a key when you are leasing/paying for a car. They call up a repo company and give them paperwork so the Police can’t intervene, and a key. If the company doesn’t have a key, they’ll usually have the key on record and have it made, then charge the person who’s getting repoed the cost…

Sadly, this is common for rural roads with high speed limits. I live off of one, and the speed limit is 55 MPH.
