Arya thinks she's smarter than everyone in Winterfell because she's sneaky, and she's about to learn a really hard lesson. She's had no practice with political machinations, just very simple layperson targets. She could benefit from remembering more of her cupbearer lessons.

Because they don't need to defeat Cersei right now, they need Cersei to send her armies to the North. If they burn down all of Cersei's army, they have fewer people to fight the Night King.
