I think the big difference (at least for me) was the removal of the Vancian magic system (spells/abilities per day) from 3.x and replacing it with the 4E power system. The powers make combat play much more like a video game, which is fine if that's what you like/want.

DA2 had some good points, but sadly they were outweighed by the 30 times I played through a single area on different quests. And how they ruined Anders. I'm all for characters with depth, but the 180 they did on him was really awful.
