I don't think you're missing anything. Edcharleston is trying to say that the ellipses in the original comment are a setup for the original commenter to say he finds Shkreli to be so repulsive that rape jokes are okay in his case, but the twist is that he's not going to advocate for Shkreli's rape, but that's a rape
