It’s trying to protect the rights of the accused.

The limitations are based upon the idea that memory fades with time. Witnesses become less reliable in their recollections and the accused is due a speedy trial and conviction beyond reasonable doubt.

Except they do have a disordered attraction to children.  One that is difficult and often impossible to cure and can only be managed.

Or just pony up the cash and buy vaccine for everyone. 

Most human skin does not do well with frequent soap application. It is a well known medical fact and any physician will tell you. Human hair does better without the shampoo.  You may be obsessed with a harmful over-frequency of washing...but maybe just mind your own business?

Of course the teachers would be expected to work from home just as the students would.

Children’s innocence is based in part on managing their ignorance of some things until they are developmentally capable of processing that knowledge. The best people to shepherd a child’s transition to adulthood are their parents. Not social engineers with an agenda.
