I haven’t spent a dime and I’m competing in Arena. I’ve gotten plenty of strong 5 star units from all the free orbs they’ve given out from quests, log-in bonuses, paralogues, and story mode. With the recent update they’ve increased your chances of getting 4 star units over 3 star.
