That’s an if without a reality.  If it were true then where are they?  Flecks on a Navy radar?  Let’s just say I’m not convinced.

That wouldn’t overcome the fundamental limit on the speed of light, which both restricts how far our radio signals have traveled in a hundred years so they’d know to even bother with us, or how long it would take them to get here from wherever they are.
