You have them as a deterrent so you never have to use them. It’s called “mutually assured destruction” or MAD, which is obviously fitting. No one having them would be ideal, but humans aren’t that smart or trustworthy.  Just look what happened to Gaddafi when he unilaterally gave them up, which is why Kim won’t.
