A couple of points. It only happens on 3rd strikes, meaning the ball was nearly always pretty close to the plate, and when dropped is usually near the catcher. Rare a batter swings at a really wild pitch that the catcher has to bail out of his position to go fetch. If it’s that wild it’s a ball and not a 3rd strike.

I have no data but I’d wager most passed balls are on the pitcher.  Seems to me this rule will really amp up catcher/umpire collisions as the catcher bolts back to find the ball.  Some of those fat umps  are major road blocks.
