If he did swerve just for the deliberate purpose of fucking with the biker, then yes.
Whether we ride or not, the laws still apply. Unless the motorcyclist can demonstrate extenuating circumstances, there are several illegal activities that can and should be prosecuted to the fullest extent of the law:

The driver going 20 under is not a dangerous situation. What it is, clearly, is an inconvenience to you and to this biker—an inconvenience that you feel ENTITLED not to “suffer”. So you will rationalize it to be “a danger” and use that rationalization to do whatever the fuck it is you want to do, in traffic.
Now turn that attitude around and think like a driver who sees nothing but asshattery from every biker he encounters. “Now put up with this for decades”.

I know the laws for “slower traffic keep right” exist. That doesn’t mean on a two lane road that the “cager” is obligated to pull over for anyone.
And plenty of people have had douches on bikes fuck with them while they drive their cars. And both bikers and drivers have had truckers fuck with them by going slow.

Utter nonsense. He didn’t need to do anything to get away from a “dangerous situation.” He got impatient behind a slow car and broke the law. He passed in a no passing area with clear double yellow lines, and passed very close to a car that by all rights should not be expecting him to pass. It’s completely fathomable…
“Wah, he’s driving slow, I’m ENTITLED not to be stuck behind him, so I can do whatever I want” and then trying to rationalize that under “sometimes you have to break the law, like when your life is in danger”—that’s selfish douchebag rationalization right there.
