You’re incorrect that puberty blockers are completely reversible. They can lead to lifelong sexual dysfunction (inability to achieve orgasm), and there is evidence that they interfere with the development of bone structure / density.

Given the current state of trans-gender care in the UK, the new model is decidedly worse now.
