It wasn't delayed for development reasons.  It was delayed because the source code was stolen illegally right before release.  They delayed it for the police investigation, to keep the source files limited so they could find the theif.

Make no mistakes, they aren’t just working on the first part. They are working on all 3 at the same time, and will be reusing assets wherever possible and are really developing this like one giant game that they are going to arbitrarily split into pieces that are comparable to average game releases.
